Quebec RCMP Received 24 Reports of Chinese Foreign Interference Since 2023

The RCMP in Quebec has received 24 reports of foreign interference by the Chinese regime over a period of about one year. Most reports came in even before the province recently launched a special program to encourage tips, which saw half a dozen reports coming in within a week.

“Since March 2023, the RCMP in Quebec received approximately 24 reports,” an RCMP spokesperson said in an emailed statement to The Epoch Times on July 23.

The police force this month took the rare step of launching a special public campaign asking for tips about China’s interference in Quebec.
“We are actively investigating allegations of criminal activities related to Chinese Foreign Interference in Quebec. Report any form of threats, harassment or intimidation anonymously from the Chinese Communist Party,” the police force said on July 9.

In a previous interview with The Epoch Times, RCMP spokesperson Sergeant Charles Poirier said several tips came in just shortly after the campaign video was launched.

“We want to talk to the community from East Asia, but mostly the Chinese community, to demystify what is foreign interference and what is Chinese interference,” Sgt. Poirier said.

As of last week, the police force had received six reports about Chinese interference activities within one week of launching the initiative.

Suspected Chinese Police Stations

The RCMP last year said it is investigating two Chinese community service organizations in the Greater Montreal area suspected of doubling as overseas Chinese police stations.

The two organizations under investigation are the Greater Montreal Chinese Family Service, located in the city’s Chinatown area, and the South Shore Sino-Quebec Centre, situated in the nearby city of Brossard. The groups have denied allegations that they were operating secret Chinese police stations and filed a lawsuit against the RCMP in December 2023. The two groups have not returned requests for comment.
Shortly after announcing the investigation, Quebec RCMP reported having received at least “15 serious tips” about Chinese police stations.
A group of Conservative MPs recently called for an emergency parliamentary meeting in response to the recent increase in harassment cases by the Chinese regime against the Chinese community in Montreal as reported by the RCMP.

An ongoing public commission is currently probing the issue of foreign interference in Canada, including China’s meddling in Canadian elections and other affairs.

The commission was launched after extensive media reporting based on intelligence leaks about China’s interference in Canadian elections and harassment against diaspora groups.
